Russian citizenship – a life and death question...


At the start, I was not overly eager to become a Soviet citizen. I well knew that I could not possibly return to the United States, but I thought my best course of action as an outspoken American dissident would be to retain my US identification.

As the harassment against me intensifed, I seriously began to explore the question of Soviet citizenship. The officials in the Red Cross and Red Crescent Society, who were supposed to be assisting us in Moscow, did all they could to discourage me. As an official political emigre, I was advised, I had all the rights of a Soviet citizen except the vote. Why become a citizen?

After a few months, I broke completely with the Red Cross and Red Crescent Society because of their continual deliberate bungling and dishonesty, all - it needs to be said - under CIA-KGB direction.

When I clearly saw the writing on the wall, i.e., that the Soviet Union was doomed, the question of my citizenship assumed much greater urgency. It was clear that the demagogic and ruthless anti-communist Yeltsin clique of bought-and-paid-for US mercenary-stooges was about to come to power. Would these ultra-reactionaries revoke my political emigre status and force me back to the United States? That would be the end of the line for Arnold Lockshin. Back “home,” the monstrous and utterly vicious US lie, spy, criminal, provocation, subversion and regime change, terror, drug-runnning, torture, war and mass murder thugs would simply kill me.

I hunted down the appropriate governmental office where I could formally apply for Soviet citizenship. For months after I had filled out the necessary forms, nothing happened. Repeat visits to the authorities accomplished nothing. I started mailing out appeals and requesting articles in the remaining ostensibly pro-Soviet media; still no movement on my application.


The future was definitely bleak, but this was no occasion to become discouraged. I spoke before audiences where and when I could find them, warning about the impending disaster awaiting the end of the USSR and appealing for support in my citizenship drive. My article “Путь к бедствию» was published in the more-or-less mass circulation newspaper Советская Россия (26 июня 1991г.)


Where to find allies? I spoke before the Инициативный съезд коммунистов России in Leningrad, hoping to find genuine communists there (“Не зови меня в даль светлую», Российская газета 23 апреля 1991г.), What I found instead was a fake secret political police gaggle, analogous to the phony “Communist Party USA” in the States.


I regularly began collecting signatures on a petition appealing for citizenship at the Lenin Museum near the Kremlin. Nazis, including Русское национальное единство, and other КГБ-ФСБ-stooge anti-semites harassed and threatened me.

As I was still fairly well known in Moscow, a few others assisted in the signature collection. About 10,000 – 20,000 signatures were collected overall.

In spite of the highly unusual and newsworthy nature of my citizenship campaign, it was largely ignored by the establishment – now vociferously anti-communist – mass media. Вечерняя Москва deigned to publish a couple of mocking articles about my efforts, including one headlined “Кто поможет бедному американцу» (Вечерний клуб, 05 мая 1992г.)

The great “democrat” Михаил Горбачев had refused to grant me Soviet citizenship. Eventually the CIA-FSB decided it was better to allow me to become a Russian citizen than to continue being a “cause,” and in August 1992 Ельцин issued a указ (decree) «О приеме в гаржданство Российской Федерации Локшина А.

Proof of good intentions? Don't count on it!

The CIA and its lackies prefer to attack, of course, but they are also perfectly capable of orderly retreats if necessary or even just preferable. “Tactical, temporary retreats also help obscure the overall pattern of the psychological warfare campaign.” (Silent Terror, p. 86)

Moreover, occasional positive outcomes do not obviate the harassment, tension, anxiety and threats that arise in the course of the secret political police's merciless forays. The bastards also count on cumulative psychological pressure, harassment and terror to eventually overwhelm the target.

ФСБ - Федеральная служба «безопасности» России - вслед за позорным, предавшим страну предшественником КГБ, выполняет приказы секретного, кровавого хозяина (boss) - американского ЦРУ (CIA).
