On March 3 2015 I received the following e-mail:
«Dear Mr. Lockshin:
Thank you for your email.
In order to have your benefits reinstated please be so kind (sic) complete the attached form SSA 7162 and submit it at the American Services Section of the US embassy in Moscow along with a copy of your current US passport.

That same day I wrote back (e-mail): «The US embassy knows who I am. What will be different this time around?» No answer.
There were two nasty flies in the US Government's ointment. To begin with, no form SSA 7162 was addended to the e-mail. And the demand to submit the form was redundant, even absurd.
I had previously submitted - several times - form SSA 7162 to the US Embassy in Moscow. The simple form merely instructs the Social Security recepient to report any change in personal status (address, marriage, work income from the United States...). Nothing about my status had changed, which the US Embassy and the US secret political police knew perfectly well. It stands to reason that I have received no income at all from the US since August 1986, when the US secret political police viciously ordered me fired from my position as laboratory head in the Stehlin Cancer Foundation in Houston, Texas. However, as a precautionary measure, earlier I had made and kept xerox copies of this form for a possible demand to resubmit it.
Secondly, the requirement to send the Embassy a copy of my “current US passport” was worse than stupid. “By law, a valid unexpired U.S. passport (or passport card) is conclusive (and not just prima facie) proof of U.S. Citizenship.” (United States passport, Wikipedia) A “valid, unexpired U.S. Passport.”
My US passport* had long since expired and therefore was invalid for any purpose. Moreover, I do not have any need for a US passport. To apply for a new one would require me going into the US Embassy in Moscow – which would be my death knell.
Above all, as explained earlier, a passport (meaning currently valid) or any other proof of citizenship is not required to receive US Social Security retirement benefits.
Given all this crap, I debated whether or not I should send anything to the US Embassy; I gave myself a less than 2% chance of actually receiving any retirement benefits.
Nonetheless, as they say in Russia “попытка не пытка”; I sent to the US Embassy in Moscow a resubmitted form SSA 7162 and a copy of my expired US passport. By “return receipt requested.” Several days later, the receipt came back in the mail: proof that the Embassy had received the material.

* Unlike the Russian паспорт, a US passport is not generally used within the country itself. The US document is roughly equivalent to a Russian загранпаспорт – for travel outside the country.
